Job description
The Compliance Director – EMEA role will be responsible for providing strategic oversight, pragmatic management, first class regulatory guidance and advice to ensure the firms operations and regulated and unregulated activities are conducted in compliance with the regulatory expectations, requirements and obligations of our respective regulators. This role will predominantly focus on the F&R Benchmark and Indices business. There will also be a requirement to undertake regulatory legal work specifically focused on the Benchmark and Indices business.
This role will also be responsible for working collegiately and pragmatically with senior management within the business to ensure that activities, processes and behavior are conducted in accordance with our regulators and the Thomson Reuters’ principles and expectations. The role will be responsible for all matters involving compliance systems and controls, regulatory upstream and development guidance and advice and dealing with special projects as well as undertaking the regular testing and reporting obligations for the areas within the role scope. This role will work closely with other member of the F&R Legal and Compliance team in the EMEA as well as the wider global F&R Legal and Compliance team. The successful candidate will be a true “business partner” who can advise on the relevant and salient regulatory developments to the businesses in scope. This includes consulting on the regulatory impact on both the TR Business and also our client base. The ability to impact and influence across a matrix and the necessary gravitas will be required to carry out the role effectively. While working closely with the Global F&R Legal and Compliance team and other member of the TR Governance framework, the Compliance Director – EMEA must also be connected to, and be responsible for managing, together with other colleagues, the day to day relationship with relevant regulators most notably for this role the UK Financial Conduct Authority (FCA) and other regulators associated with our Global benchmarks business. They will be expected to be hands on compliance advisor, whilst also dealing with senior stakeholders. Prior Legal or Regulatory experience is essential. Regulatory and or Legal experience within Investment Bank would be significant advantage as would previous experience in respect of benchmarks and indices. This role will require report to the Head of Advisory for EMEA/APAC. This role will not have any direct reports, but the candidate will be expected to mentor and collegiately share experiences and expertise with the rest of the team. Influence and management This role with be located in the TR Office located at 30 South Colonnade, Canary Wharf London E14 5EP. The role will report to the Head of Advisory EMEA/APAC who is also located in the Canary Wharf office detailed above. It will require a high caliber proactive person to maximize its effectiveness. The successful candidate will need to be an effective communicator, possess strong influencing skills and be responsible for enhancing the compliance framework and program by introducing approaches to make the role as efficient and effective as possible. The successful candidate must have the adaptability to work within a highly matrixed, fast paced organization. The Compliance Director – EMEA will be a significant member of the Global F&R Compliance team and will be expected to add value accordingly. Experience and Responsibilities: - He / she will come with experience in a either a legal (in house or private practice) or globally regulated entity; have a firsthand understanding of FCA and global rules and regulations (currently in place or being proposed) in respect of Benchmarks and Indices (i.e. IOSCO, EU and Asian proposed rules). - Act as a point of contact for the relevant business in scope (most notably the Benchmark and Indices business) for regulatory and compliance matters relating to F&R matters within the remit of the role. - Develop, maintain and strengthen the relationship between compliance and the business by providing timely and effective advice and developing the communication channels to ensure a two way flow of information. - Develop, maintain and update relevant regulatory policies, processes and procedures. Ensure and enforce compliance with all aspects of these policies, processes and procedures. - Ensure regulatory obligations such as regulating filings and reporting, both standard/ frequent and adhoc are made in a correct and timely fashion - Conduct and document regular testing and monitoring of controls and procedures - Oversee the planning and preparation of audits (both internal and external) reviewing and approving documentation gathered to respond to compliance and regulatory inquiries - Engage and manage regulatory relationships with all relevant global regulators - Engage and manage external counsel and consultants where necessary - Engage in assisting the Thomson Reuters Benchmark Services Limited (“TRBSL”) Board of Directors and undertaking the company secretary role - Develop, implement and conduct compliance training programs. Review and update existing programs for improvements and updates needed due to revisions in laws and regulations. - Engage in risk assessment and risk mitigation planning - Work closely with the business to develop pragmatic solutions/opportunities while remaining cognisant of regulatory rules, obligations and expectations - Assist in setting the agenda for the Benchmark and Indices Compliance program and create a significant contribution to the regulatory awareness of TR employees through timely and relevant advice and strategic thinking. This includes identifying and escalating regulatory risks - Advising the business senior leadership team, general counsel and other senior managers on all relevant matters impacting the Benchmarks and indices and the other businesses in scope - Work seamlessly and in partnership with other member of the Thomson Reuters Legal team, working on a collegiate and effective partnership - Leverage and partner with other colleagues within Thomson Reuters which include and are not limited to our Risk (formerly GRC) teams, the Regulatory and Government Affairs teams globally on regulatory policy matters - Ensure effective management of relationships with relevant global regulators - Effectively manage external compliance and legal resources and relationships

Qualifications Qualifications: - A strong academic background (a legal qualification is essential.) - The successful candidate will have a proven track record as a leader in a Legal firm or regulated financial services compliance environment or relevant national regulatory Skills and Experience: - Strong working knowledge of applicable global benchmark and indices regulatory rules (particularly FCA and IOSCO) but also other regulatory bodies’ obligations and requirements - PQE – more than 3 years - Excellent interpersonal and team skills - Excellent presentations and communication (both written and verbal) skills - Excellent problem solving skills - Excellent analytical skills - Ability to interact with knowledge and confidence across all aspects of the business, the global compliance team and all other associated relevant touch points in the firm - Ability to influence decision making and practical implementation of regulatory strategies and practices - Ability to negotiate and resolve issues with meaningful solutions both internally and externally - Ability to interact with individuals from all levels of the business and relevant external stakeholders - Ability to work on own initiative - Possess analytical ability, judgment and organizational skills - Demonstrated success working in a highly collaborative, global environment, with a track record of accomplishment with measurable business impact - Excellent project management skills including successful leadership of projects from their inception through to completion. - Accomplished at working across borders in a culturally diverse organization At Thomson Reuters, we believe what we do matters.
