Commercial Delivery Director Highways England Bedford

Highways England are currently recruiting for 2 Commercial Delivery Directors, 1 on our Complex Infrustructure Programme (CIP) to be based in Bedford and 1 to support our Regional Investments Programme (RIP) to be based in either Birmingham or Manchester.
Reporting to the Executive Director for Commercial and Procurement and as a member of the directorate leadership team, you will provide strategic direction and leadership to the operations commercial division and ensure its alignment with the development of Highways England’s commercial function. The role provides an integral service to the operations directorate and as such the role requires commercial leadership to support the operations executive director and the operations senior leadership team.

You will be required to lead and develop commercial and procurement support to Highways England’s Operational Directorate through commercial stewardship to optimise value creation and business case return by establishing a balance of commercial and contractual risk.The role provides a link between operations and the commercial & procurment directorate, maintaining strategic alignment, ensuring operations receive support and access to expert commercial advice and support.

You will will manage commercial teams embedded in asset delivery and asset support across the 12 operational regions that cover the network; managing service delivery across those regions defining commercial needs, priorities and potential challenges, taking action to mitigate risks and maintain financial propriety within a regulated framework.

You will also own the policies and provide continuous improvement to policy, processes, tools and develop and grow and develop the capability and act as a head of practice for all disciplines within the division. To maintain cost and price data to support the business and provide an expert service in the indentification, determination and assurance of operational efficiency.

Key Account

Hold the responsibility for achieving successful commercial outcomes for the operations business.
Deliver a high quality commerical service to support achievement of the operations directorate business objectives;
Provide clear and consistent strategic leadership for the operations commercial division - inspiring, challenging and performance managing cross cutting teams through matrix management;
Build the capacity, capability, expertise and professionalism within the division, balancing efficient delivery of immediate outcomes and the realisation of future improvements;
Promote Highways England's reputation through building visible and effective partnerships; contributing positively to complex agenda whilst managing expectations;
Lead the division on planning and implementing change and encouraging innovation, enabling continuous improvement;
Provide commercial input to support operational investment decisions;
Act as a source of authoritative commercial advice on cost capture, analysis, related intelligence and opportunities for performance improvement;
Shape the commercial services capability in relation to time and cost estimation to produce cost effectiveness and efficiency;
Provide commercial support to operations regional directors, area service managers, project managers and their teams to implement a commercial approach to planning, estimating, cost capture and contract management;
Drive improvements in health and safety performance ensuring effective practice is promulgated to staff and partners and carry out any tasks identified to the post in the Organisational Health & Safety;
Contribute to the development of the corporate commercial and procurement strategy and translate these objectives into the commercial delivery division business strategy;
Own and act on supply chain performance measurement under Health, Safety, Time, Cost, Quality and Behavioural indicators;
Working alongside the operations exec team as an integral senior member of the leadership team, identifying needs, understanding priorities and potential risks;
Embed a culture of sharing best practice and knowledge transfer across the operational area teams and support the directorate in developing commercial and procurment delivery models;
Lead the effective cost driven management of operations capital and resource expenditure through effective commercial assurance;
Lead and develop the commercial relationships with external stakeholders and the supply chain;
Lead the commercial advice and suport to the management of operations PFI contracts, providing commercial support and liasion with highways england legal support;

Experience at strategic commercial management level in a relevant role and/or sector.
Proven ability to contribute to and communicate strategic organisational aims to ensure alignment with the corporate vision.
Capable of leading, building and motivating a diverse workforce to high achievement.
Strong strategic influencing skills, both internally and externally.
Demonstrable experience of delivering value for money outcomes in sphere of influence.
Significant and demonstrable experience of leading and managing commercial teams including matrix management at a senior level.
Expert knowledge of NEC forms of contract
Involvement in determining cost drivers and cost comparison in an infrastructure environment and experience of using cost capture, analysis and interpretation into intelligence
Professional qualified, RICS, ICE or equivalent
