Job description
Job Purpose
Lead the planning, implementation, and supervision of the division's vision, goals, and work plan focusing on environment, climate change adaptation, and safeguards (environment, involuntary resettlement, and indigenous peoples). Plan, monitor, and coordinate the division’s responsibilities with a view to enhance and maintain quality and technical excellence across ADB and promote compliance of projects with the Safeguard Policy statement. Provide leadership and guidance on environment, climate adaptation and safeguards bank-wide. Lead external and internal relations, coordinate with operations departments and support consultation with clients and other stakeholders. Lead and provide guidance on policies, operational plans and capacity development. Advise Management and work with operations departments in solving issues in complex and sensitive programs and projects.

Desired Skills and Experience
Education Requirements
Master's Degree, or equivalent, in Environmental Engineering, Environmental Sciences, Economics and Social Sciences or other related fields. University degree combined with specialized experience in similar organization/s, may be considered in lieu of a Master’s degree


Relevant Experience
Work experience
- At least 15 years of relevant professional experience in environmental management and environmental and social safeguards, project processing and administration, at senior levels (managing teams or leading projects).
- Ability to liaise and deal effectively with the Board, Management and senior staff, as well as with senior functionaries in client governments and collaborator agencies.
- Strong analytical and strategic thinking skills.
- Good interpersonal skills.
International experience working in several countries.
Technical Knowledge
- Strong technical competence and knowledge of environmental management as well as environment and social safeguards.
Has proven management capability and well-established leadership track record
- Knowledge of multilateral treaties, DMC policy and regulatory frameworks financial mechanisms, and common environmental/social standards.
- Familiar with the operations, policies and procedures of multilateral financial institutions, and experience in processing and implementation of TAs, loans and other development projects.
Possesses cumulative knowledge, experience and fundamental understanding of diverse concepts, principles and practices, and able to share knowledge to benefit the ADB and the wider international community
People and Leadership Skills
Able to manage and motivate staff performance and career development in a diverse workforce, as well as establish a constructive work environment to maximize staff engagement and optimize staff potential
Directly deal with situations of staff non-performance or breaches of ADB Code of Conduct
Be a role model of ADB’s core values to team members
Act as a mentor to team members, providing guidance
- Act as a coach to develop capabilities/potential of staff
- Excellent oral and written communication skills in English.
