Job Description:
The successful candidate will lead and develop the new Content & Media Policy group. This is a senior executive role and reports directly to the Chief Executive, Sharon White.
The post holder will ensure Ofcom adopts the appropriate policy response to important media issues including media plurality and ownership, the health and sustainability of public services broadcasting, and the implications of the internet.

The Group Director will also have responsibility for overseeing the regulation of broadcast standards in respect of linear and on-demand TV to protect audiences.

Specific Responsibilities

Organisational
As a member of the senior management team lead, shape and deliver Ofcom’s overarching strategy and contribute effectively to the overall leadership and performance of the organisation.
As a member of the Policy and Management Board (the decision making body at executive level), work collaboratively with other senior colleagues to ensure that Ofcom takes a coordinated and strategic approach to policy making.
Lead, inspire, motivate and develop high calibre teams across Ofcom to ensure they have depth and strength of talent to deliver the collective work plan. In particular, build up the analytical and strategy functions within the Group.

Group Specific
Lead on ensuring that Ofcom adopts a coordinated and integrated approach towards content (TV and radio) regulation and that this reflects the continued move towards convergence.
Ensure effective analysis and understanding of market dynamics and the development of policy options to respond to these accordingly.
Provide strong executive oversight for the transfer of responsibilities from ATVOD (the Authority for Television on Demand) for the regulation of video-on-demand programme services. Ensure that the operational efficiencies gained from this transfer are effectively delivered.
Provide executive oversight to ensure that Ofcom focuses appropriately on audience protection and broadcast licensing and that the associated enforcement programmes are deployed in an effective and efficient manner.
Provide expertise and leadership as an executive member of the Content Board (the committee of the main Ofcom Board with delegated responsibility for overseeing and advising on broadcasting and general content matters).
Provide effective governance of Channel Four in line with Ofcom’s duties.
Provide intellectual leadership on: the health of public service broadcasting and the wider ecosystem of independent producers; future of radio and broadcast regulation in an internet age; media plurality and ownership; and distribution of content.
PERSON PROFILE

The ideal candidate will be an experienced and inspiring leader with a senior editorial background who can provide intellectual leadership to multi-disciplinary teams.

He/she will require a detailed understanding of the international media landscape and must have senior management experience in both public service broadcasting and the private sector, combined with strategy and policy experience.

Respected by his or her peers, the successful candidate must be comfortable in a position of public scrutiny and accountability as well as being an outstanding communicator, able to demonstrate a track record of managing multiple stakeholders.
