Job description

This is a pivotal and challenging role with significant political interest, which will require a motivated individual to successfully lead change and demonstrate the Cabinet Office’s ‘high challenge, high support’ ethos within a diverse portfolio, working across the whole of government.

Leading a joint Cabinet Office and Department of Business, Innovation and Skills (BIS) team of 11 staff, you will be responsible for:-
Delivering the Cutting Red Tape programme – a new rolling programme of sector reviews that will examine in depth primary legislation, secondary regulation, guidance, reporting, licensing and enforcement to identify areas that can reduce the burden of red tape on business.
Given the scale of the programme, it is managed by two Deputy Directors so you will need to work in close partnership on the overarching framework whilst taking individual responsibility for particular reviews (starting with energy, waste and agriculture).
Working closely with the Department for the Environment, Food and Rural Affairs, the Department for Communities and Local Government and the Department for Energy and Climate Change and the Cabinet Office to help them deliver their contributions to the government’s deregulation programme.
Driving change through primary and secondary legislation to effectively implement 1,000 measures identified through the Red Tape Challenge programme.
Developing and maintaining a network of internal and external stakeholders, including ministers, to aid delivery of the government’s deregulation objectives and to develop a feedback network for the sharing of innovative ideas, lessons learnt and best practise.

This will involve engaging effectively with the senior leadership teams within the Implementation Group and Better Regulation Executive. You will also be joining the team and leading it through a period of organisational change as the Cabinet Office Red Tape Challenge team and BIS Better Regulation Executive have recently combined to become a joint team and are continuing to identify ways of working more effectively together.

While you and the Cabinet Office members of your team will formally report to James Quinault, Director, Implementation Group, in most of your day-to-day work, you will report to Graham Turnock, Chief Executive, Better Regulation Executive.

Previous experience of either developing or complying with government legislation and regulation would be desirable.
